Invitation to Submit Bids
The Municipal District of Pincher Creek No. 9 invites sealed bids from qualified individuals, agricultural operators, and organizations for the lease of municipal land and properties. These opportunities are offered through a competitive bid process in accordance with municipal policies and applicable Alberta legislation.
Available Lease Properties
Bidders may submit proposals for one or more of the following properties:
- Property Name/Identifier: Schedule A
- Location: Schedule A
- Legal Land Description: Schedule A
- Permitted Use: Grazing / Cultivation (as specified)
- Lease Term: 5 years
- Minimum Annual Rent: $70/ac for Cultivation & $35/ac for Grazing
Detailed property descriptions, conditions, and maps are included in Schedule A.
Bid Submission Requirements
All bids must include:
1. Completed Bid Submission Form (Schedule B)
2. Proposed annual lease rate
3. Intended use of the property
5. Proof of insurance or ability to obtain
6. Any additional supporting documentation as required

Bids must be submitted in a sealed envelope clearly marked “Lease Bid Submission.”

Late submissions will not be accepted.
Bid Evaluation
Bids will be evaluated based on proposed lease value, compatibility with permitted use, potential benefit to the municipality, and bidder qualifications. The Municipality reserves the right to reject any or all bids and is not obligated to accept the highest bid.
First Right of Refusal
Where a property is currently subject to an existing lease, the existing lease holder shall have the first right of refusal. Following the close of the bid process, the existing lease holder will be provided the opportunity to match the highest compliant bid received for that property. If the existing lease holder elects to match the highest compliant bid within the timeframe specified by the Municipality, the existing lease holder shall be deemed the successful bidder and shall be entitled to enter into the lease agreement, subject to all other applicable lease terms, conditions, and approvals.
Simple Example Scenario
A 40-acre municipal grazing lease is expiring. The municipality advertises the parcel with a minimum bid of $35/acre/year for a five-year term.
Three bids are received:
