Eco-Station Site Development
History of Current Site
The proposed site location will occupy a portion of the current MD Public Works yard. The current location has been used by the MD for the purpose of providing MD residents with a location where bagged household garbage could be dropped off adjacent to the Town. The site was developed in 2006 and has been operating without any complaints since that time. The MD has a current contract with the Pincher Creek/Crowsnest Landfill Association to remove and replace the bins on a regular basis. Each bin is regulary replaced on average between two to three days and taken to the regional landfill. These bins are leak proof with a steel mesh doors on the top to keep debris from blowing and to minimize access.
Proposed Site
The proposed location will entail an upgrade and expansion to the existing household garbage site. The MD and Town are proposing to supply upgraded recycling services to the entire community (See Diagram). The site will be expanded to add leak proof recycling bins stored on a concrete pad, for the collection and transfer of the following:

Household Hazardous and Paint collection container

Cardboard collection bin

Plastics and tin can collection bin

With the weather warming we should be able to have the Pronghorn standpipe ready for operation by early April. Soon as Pronghorn is functioning, we can begin decommissioning of the stand pipe by the MD office. This will be followed by 4-6 weeks of earthwork and fencing to prep for the new Eco station which should be operational by June 01. These are tentative dates and a number of factors may delay this, but this is our goal and we wanted to provide this update as soon as we had dates that may be achievable. We thank you all and the Coop Board for their continued patience and cooperation as we make this new facility a reality.

Pursuant to the Subdivision and Development Regulation 2002-043, a development authority shall not issue a permit, for the purposes of developing a storage site unless, the working area of a storage site is situated at least 300 metres from the property residential use.

The area plan shows the distances from the exitsing/expanded site to the nearest parcels containing a residential use. The distances from the Town residential lands and the MD residential lands are shown on the diagram. As indicated on the area map, the location of the facility will require a variance for every direction. As stated above, the facility has operated for fifteen years without a complaint from either municipality.

The current household waste bins are regularly replaced and do not cause any issues for the neighboring properties.

The MD is requesting a variance from Alberta Environment and Parks of the 300 metre setback requirement.

IMDP (Intermunicipal Development Plan) Meeting on Friday Aug 27, 2021. IMDP Committee passed a resolution stating they have no concerns with this development.

September 17, 2021, project information sent to Alberta Health Services for comment.

September 22, 2021, letters requesting consent to vary the Subdivision and Development Regulation's 300m setback requirement from a Storage Site were sent via registered mail to all landowners within the 300m radius of the site. Many have been returned with positive endorsement of this project and agreement to the waiver.
