This email provides updates regarding Water and Wastewater Servicing and related projects for the Hamlet of Beaver Mines.
GETTING CONNECTED
The MD started allowing connection to the water and wastewater systems in Beaver Mines October 6th, 2023. Connection to both systems is mandatory by January 1st, 2028. As of September 25th, 2024:
37 properties (54%) have connected to water and sewer
The MD continues to process applications for Water and Sewer Servicing in Beaver Mines. This is a reminder that October 6th, 2024 is the last day in which the water meter cost will be waived for residents whom connect to the system. Any residents whom connect to the system following this deadline, will be require to pay the full cost of the water meter + 5%, which equates to roughly $715 currently, on their utility bill.
CONSTRUCTION UPDATE
The main water and sewer contractor is nearing completion of all warranty, deficiency, and adder work within the Hamlet. This should be the last major mobilization affecting residents of the Hamlet related to this project and is important to the long term resilience of the systems.
The wastewater plant and lift station are functioning as designed. The MD is in the process of closing out deficiencies and warranty work for these sites as well.

CONSTRUCTION UPDATE
The main water and sewer contractor has remobilized over the last week to begin warranty, deficiency, and adder work within the Hamlet. This work is anticipated to take 1.5-2 months and is mainly concentrated along the backsides of the Hamlet and within ditch right of ways. This should be the last major mobilization affecting residents of the Hamlet related to this project and is important to the long term resilience of the systems.
The wastewater plant and lift station are functioning as designed. The MD is in the process of closing out deficiencies and warranty work for these sites as well.
WATER SUPPLY UPDATE & OLDMAN RESERVOIR LEVEL
Since July 5th, 2024 the MD has been downgraded from the previous Stage 3 and Stage 1 water restrictions to a voluntary usage advisory. The Oldman Reservoir (where the MD’s water is sourced) has been dropping in level since roughly the July 5th date. The reservoir level is on the low end of what is seasonally normal, but is significantly higher than at this time last year. With higher water levels than last year and successful construction of new intakes, the MD does not expect the need for Stage 3 - Extreme water restrictions throughout the coming Fall and Winter! However, if levels drop below the original intake levels come Winter, there may be a need for less extreme water restrictions. At this point it is difficult to predict such likelihood. We are keeping a close watch on factors affecting our water supply and investing in the ongoing resilience of the supply, are happy to be in a much better position going into Fall than last year.

On April 23rd, 2024, MD Council passed amending utility bylaw 1351-24, which extended waiving the water meter cost for residents whom connect to the systems by October 6th, 2024.
Homeowner Connection Guide – April, 2024 Revision
This guide is intended to be the main resource to assist homeowners in navigating the connection process. It can be found on the MD website (https://mdpinchercreek.ab.ca/content.php?p=730).
Utility Services Guidelines – April, 2024 Revision
A copy of the Utility Services Guidelines can be found on the MD website (https://mdpinchercreek.ab.ca/content.php?p=730). These guidelines provide the minimal acceptable procedures and standards to be followed for design and install of private water and drainage (sewer) lines. They are intended to inform both contractors and property owners. This revision has the following changes:
· Updated example service card for water connection with additional detail on tie-in
· Updated Private Service Connection Checklist, with clarity around connection timing with inspections
· Various other minor updates regarding construction timing and clarity around additional materials/fitting types
Pre-Qualified Contractors
The MD is maintaining a list of pre-qualified contractors for work in the Hamlet (https://mdpinchercreek.ab.ca/content.php?p=731). Use of pre-qualified contractors is not mandatory, but meeting USG requirements is mandatory.
Service Connection Application
A private service connection application must be completed with a new site plan and submitted digitally to admininfra@mdpinchercreek.ab.ca or dropped off in person at the MD office. Blank copies of the new site plans with curbstop information have been mailed to the majority of residents, along with copies of the original service cards received by the MD in 2019 (where ownership has not changed) for ease of reference. If you have not received a new blank site plan, please email us back and we will supply one for your property.

Those having trouble accessing links or finding pages on the website may email the MD and request copies of the documents be emailed to them. Alternatively, hard copies of any documents (including site plans) may be picked up from the MD office.

STAGE 3 – EXTREME WATER RESTRICTION & OLDMAN RESERVOIR WATER SUPPLY
