Request for Expression of Interest – Gravel Pit Reclamation
The Municipal District of Pincher Creek No. 09 (“MD”) is seeking expressions of interest (RFEI) from qualified parties regarding the reclamation of various gravel pits throughout the MD.
The MD is interested in parties with the ability and expertise to conduct detailed site assessments, reclamation plans, and provide accurate reclamation cost estimates across various landforms with diverse ecological characteristics.
Parties expressing interest should also have experience acting as project leads, assuming responsibility for the project from initiation and throughout its successful completion; Including hiring and managing third party contractors as required, project monitoring throughout the project and post reclamation, and completing application for and receiving reclamation certification as per Provincial standards.
The intent of this RFEI is to identify potential suitable providers of the aforementioned services, no guarantee of contract or service request is implied by this process. There is no guarantee of future Tendering or RFP processes as a result of this RFEI process. The Municipal District of Pincher Creek No. 09 reserves the unfettered discretion to contact any or none of the parties expressing interest through this process regarding the aforementioned services. This is not a pre-qualifying process.
Expressions of Interest should include:
a. Corporate contact details, date of corporate establishment, corporate ownership or subsidiary listings.
b. Corporate qualifications and expertise related to the reclamation of gravel pits or similar projects. **
c. Key staff qualifications and expertise related to reclamation of gravel pits or similar projects. **
d. Membership status of key staff or the corporation to Provincially or Federally recognized professional organizations.
e. Corporate organizational chart.
f. Standard rates/pricing* breakdown including any discipline, disciplinary tiers or specialized services that could be reasonably anticipated such as:

a. Wildlife, wetland, vegetation surveys, sweeps, monitoring etc.

b. Soil and/or geophysical assessments and planning

c. G.I.S. services, imaging, mapping, data management

d. Regulatory permitting and approvals

e. Engineering related to the scope
-
f. Construction supervision / sub-contractor management
-
g. Reclamation, remediation and erosion and sediment control services

h. Weed and invasive plant management
-
i. Equipment, supplies and drone services
-
j. Fee’s not included within typical project costs
-
g. Three (3) corporate client references with similar and recent (within last five (5) years) project scopes including a summary of each project, key personnel, and reference contacts.**

i. WCB letter of good standing.

* Rates and pricing provided are not entry into a contract or agreement of services at the listed amounts. The Municipality of Pincher Creek No.09 understands that all rates and pricing provided are for the determination of relative service costs at the time of this expression of interest, and any rates, prices, or associated values will be subject to change and/or negotiations during future opportunities and/or future entry into contracts with a service provider.
